Our Economic Security Is at Risk! 

For decades, we B99ers have watched our economic future slip away. Between 4Q 1990 and 1Q 2025, the wealth share owned by the Top 1% has increased by 8 percentage points while the B99er share has decreased by the same amount. Federal Reserve data confirms it: as of Q1 2025, we B99ers were $12.8 TRILLION poorer than we would have been if our wealth ownership had remained steady since Q4 1990.

If we don’t act, things will only get worse. All ordinary American families regardless of political affiliation are being squeezed. Each day, more of us lose the ability to afford a comfortable lifestyle. Some analysts warn that within 5–10 years, a comfortable lifestyle for B99ers could disappear entirely. We have the power to reverse our economic deterioration. The time to act is NOW.

The Current Political Landscape 

The political and economic turmoil we are experiencing today is the latest chapter in the Top 1% vs Bottom 99 % wealth-share conflict. The Top 1% have used their ability to provide unlimited amounts of campaign financing to elect an administration with an economic agenda favoring the Top 1%. Government and economic operations are being reshaped in ways that will enable unrestricted transfer of more wealth from the Bottom 99%.

The House of Representatives is the first step in the process of getting legislation to become law. A President can propose legislation, but that legislation can only become law if it is passed by the House. The Top 1% have also used their position as the largest campaign funders for both GOP and Democrat House members to get the House to pass legislation favoring the Top 1% at our expense. This 119th House contingent is also refusing to use its checks-and-balances powers to oppose administration actions in pursuit of its economic agenda that encroach on Congressional prerogatives.

Viewing today’s political situation from the perspective of the Top 1% vs Bottom 99% wealth-share conflict identifies two factors that reveal the way to a solution. First, this economic conflict is a nonpartisan issue. Though the extent of the harm differs, a shift of wealth to the Top 1% impacts every B99er in the same way. Second, we’ve repeatedly voted for candidates based on their promises to solve our economic problem. Regardless of the political party in power, the result has been the same: declining B99er wealth ownership, household expenses increasing faster than incomes, and unfulfilled promises.

In the 2024 elections, the House candidate with a campaign-spending advantage provided by Top 1% donors won 94% of the House elections. Incumbents from both parties now believe that reelection requires having a campaign-spending advantage provided by Top 1% donors. That belief is the reason why incumbents from both parties won’t do anything that risks alienating those ultrawealthy donors. GOP members support the administration’s agenda, and Democrat resistance is feeble and ineffective.

It’s time to take matters into our own hands.

The Solution: Introducing the Congressional District Voting Bloc Concept

The economy is the one issue that all B99ers agree on: we all want an economy that works for us. B99er voters are 99% of the 174 million+ registered voters. Together, we hold immense voting power. By organizing around our shared economic interest and harnessing our collective voting strength, we can break the Top 1% grip on the House and compel real economic change.

Here’s how B99ers can use our collective voting power to reclaim our economic future:

  1. Build Nonpartisan Voting Blocs in Congressional Districts: Voters joining a district bloc intend to vote exclusively for candidates committed to prioritizing B99er interests on economic issues once in office. Joining a bloc is a nonpartisan decision. In fulfilling their intention, each member decides which committed candidate to vote for at election time.
  2. Hold Politicians Accountable: Promises to serve B99er economic interests aren’t enough; only commitment and accountability will do. To become eligible to get bloc votes, House candidates sign a formal pledge to prioritize B99er interests in their decisions on economic issues and agree to have their performance monitored and evaluated. Failure to perform adequately results in loss of eligibility to get bloc votes in the next election. (preview Pledge Agreement)
  3. Build Strong Non-partisan Organizations: The B99Voters Project is a non-partisan, nonprofit organization focused on the single issue of restoring B99er economic status; the one issue that unites us. This organization will coordinate and support efforts to create district voting blocs. Each district will have a local nonpartisan organization responsible for creating and maintaining the district’s voting bloc and managing bloc voter relationships with the district incumbent and candidates.

Voting Bloc Creation Process

The process to create a district voting bloc differs depending on each state’s registered voter data access regulations. The National Conference of State Legislatures (NCSL) website provides a summary of the registered voter data access provided by each state:

For the 30 states that allow open access to registered voter data, creating a voting bloc is a straightforward process. Registered voter files can be obtained for congressional districts in each of these states. There are also commercial services that provide ready-to-use district voter files.

Voter records typically include contact data such as email addresses, cell or landline phone numbers, and street addresses. Nonprofit and commercial services also provide voter-outreach functionality that can mass-produce bloc-join invitation emails and texts. That functionality enables instant digital contact with the 50%+ of district voters that have the necessary contact data in their records. These services can also produce call plans for voters with landlines and mailers for those that only include an address.

In many cases, all that is needed for a voter to join a bloc is a "yes" response to an invitation. For many districts, digital invitation and join methods enable voting blocs to reach influential size quickly, perhaps in just a few months.

For districts in states that do not provide all the data needed for bloc purposes in their files, the bloc join process will include a step that obtains that data as part of the signup component.

A few states either restrict access to registered voter data or do not include contact data in their voter records. Creating a district voter bloc in these states will require voter outreach methods that are likely to make bloc creation a lengthier and more expensive project.

Why Your Action Matters Today

To make our collective voice loud enough to be heard, millions of B99er voters will need to join their district's voting bloc. Voting blocs also provide an incentive for B99ers of voting age to register and add to voting bloc power.

We need enough indication-of-interest signups to launch. Your indication of interest in joining a district voting bloc is critical! Every vote added to a district voting bloc increases the power of our collective voice.

If we don’t act, more Top 1%-favoring economic decisions could worsen B99er economic inequality for generations.

A united B99er voice in voting blocs could STOP these harmful policies by convincing enough current House incumbents to begin prioritizing B99er economic interests before the 2026 elections!
